We drive the development of the deeptech sector by supporting business initiatives.

WHO WE ARE

Deeptek Gipuzkoa Fundazioa was born from the collaboration between the Provincial Council of Gipuzkoa and Kutxa Fundazioa, with the aim of contributing to the development of the Deep tech sector. The mission is to identify business initiatives in this field and support them on their path to market through the provision of financial resources.

The importance of the Deep tech sector in a competitive, knowledge-based economy is increasingly relevant due to the deep tech transversality. These include aspects such as quantum computing, the development of new materials, artificial intelligence and advanced algorithms applied to strategic sectors, robotics, new therapeutic mechanisms, diagnostic tools, biotechnology-based industrial production processes, new medical equipment and ICT tools, and clean energy and technologies applied to the field of Deep tech.

Deeptek Gipuzkoa Fundazioa has decided to promote a financial instrument to support business projects in the deep tech sector. This will enable the companies that benefit from the funding to evolve and mature sufficiently so that, within an estimated time of two years, their activities can better compete in the market and attract private investment that will help them significantly accelerate their growth in the future.

To promote the creation of new business projects in this field, which will generate quality employment in the region and contribute to people’s well-being, the foundation has, in addition to the Board, BIC Gipuzkoa as its operational body. It also has committees of external experts responsible for evaluating projects from different perspectives:

  • Experts Committee, made up of well-known professionals in various specialized areas depending on the type of project, analyzes the technical and economic viability of each project and issues a recommendation on the appropriateness of investing in it.

FUND YOUR PROJECT

If you have a high-impact Deep tech business project, this is your opportunity to boost it. DeepTek Gipuzkoa Fundazioa offers support through its Funding Program, providing with the necessary resources to accelerate startups´ development. The goal is that accompanied start ups generate enough value within two years to attract additional private funding.

To ensure start ups viability, each initiative will be thoroughly evaluated by expert and Investment Committees. Finally, the Foundation’s Board will determine the funding allocation, which may reach up to €350,000 in the form of Convertible loan. The release of funds will be subject to the fulfillment of milestones previously established in the evaluation.

The costs associated with project development may be financed, generally up to 70%, with a total maximum for each approved project of €350,000.

As a general rule, the funding granted to each approved project will be distributed as follows:

  • 80% of the total amount granted at the time of signing the financing agreement.
  • 10% subject to fulfill a first value milestone.
  • 10% subject to fulfill a second value milestones.

How to apply

Project profile

Business projects that are in the TRL4-6 phase of product/service development.

Startups with proposals in quantum computing, the development of new materials, artificial intelligence and advanced algorithms applied to strategic sectors, robotics, new therapeutic mechanisms, diagnostic tools, biotechnology-based industrial production processes, new medical equipment or ICT tools, clean energy and technologies applied to the field of deeptech.

Funding conditions are as follows:

  • Financing: up to €350,000
  • 2-year execution period
  • Type of funding: convertible participatory loan
  • Interest rate: Euribor + 0%
  • Term: 10 years

BIC GIPUZKOA is responsible for managing applications, coordinate evaluations, and monitoring the funded companies.

Additionally, projects may provide the following documents:

  • Information on the project’s industrial property status (patent applications and/or freedom-to-operate studies).
  • Economic and business feasibility studies for the project.
  • Technological development plans.

Evaluation and Resolution Process

The project evaluation period will be open continuously.

Evaluation Criteria

The main technical evaluation criteria for submitted projects:

  1. Scientific and technological level
  2. Impact
  3. Analysis of the intellectual property status
  4. Team
  5. Weighting criteria (other funding sources…)

In addition, an economic and financial evaluation of the company will be conducted.

Confidentiality

All data relating to the entities and projects submitted to the call will be treated with the utmost confidentiality, both with regard to the objectives of the projects and the specific content of each one.

PROCUREMENT PROCEDURE

If the services to be contracted exceed €15,000, the subcontracting will be published in the Procurement section of the Deeptek Gipuzkoa Fundazioa website.

Exceptions are made to those cases in which public sector procurement and/or grant regulations allow direct contracting, the existence of which must be duly justified in a report to that effect.

In any case, please be advised that Deeptek Gipuzkoa Fundazioa is not a public sector entity for contracting purposes, and public sector procurement regulations do not apply to it, and its contracts are governed by private law.

1. Preparation and Validation of the Contract

The decision to initiate a contracting process will be made jointly by the Provincial Council of Gipuzkoa and Kutxa Fundazioa (hereinafter, the “Contracting Committee”). Both will have the necessary commercial authority to act jointly in all phases of the process, including its formalization, modification, or termination. In any case, the Board of Trustees will be informed of the decision at the meeting following its adoption.

2. Publication of the Offer

The contracting process will be initiated by publishing a document that compiles the nature and scope of the needs to be covered by the contract, accompanied by the attached template, duly completed and adjusted to the specific case.

Once published, 15 calendar days will be given for the submission of offers.

3. Evaluation, termination, and signature of the contract

Once the deadline for submitting bids has passed, the contracting committee will evaluate the bids received and decide on the contract award.

The contract will be formalized in writing.

Criteria related to the subject matter of the contract, as well as technical and economic aspects, such as quality of service, price, deadline (if applicable), etc., will be taken into account.

The request for bids will be structured as follows:

1. Entity

Deeptek Gipuzkoa Fundazioa: A non-profit, private entity not subject to public sector procurement regulations.

2. Subject of the contract / Description of the services to be provided

3. Duration of the services

The initial term of the contract will be one year, starting on the day following the date of formalization of the contract.

The contract may be extended annually by the Contracting Authority for up to a maximum of X additional years (this option will be specified in each contract), with reliable notice from Deeptek Gipuzkoa Fundazioa to the contractor at least two months prior to the end of the contract or the current extension. This will be binding on the contractor.

4. Maximum price

The maximum price will be established in each bid.

5. Documentation to be submitted

Offer that includes, at a minimum, experience in similar situations, price, description of the service and its methodology, and, if applicable, deadline. (If applicable, complete the terms deemed appropriate, given the specific contract).

6. Place for submitting proposals

Proposals must be submitted by email to the following address: info@deeptekgipuzkoa.eus.

7. Deadline for submitting proposals

The deadline for submitting proposals will begin with the publication of this request for proposals on the Deeptek Gipuzkoa Fundazioa website and will end 15 business days later (or as determined in the contract).
